The situation along the Line of Actual Control (LAC) in eastern Ladakh is stable but sensitive and not normal, Chief of Army Staff General Upendra Dwivedi said on Tuesday on the dragging military standoff between China and India in the region.
Defence Minister Rajnath Singh has assured the nation that India will respond strongly to the recent terror attack in Kashmir's Pahalgam, which killed 26 people. He stated that India will not be intimidated by such acts and will take every necessary step to trace those responsible and those who conspired behind the scenes. Singh described the attack as "extremely inhuman" and reiterated India's zero-tolerance policy against terrorism.

India and China have implemented a pact on patrolling in Depsang and Demchok along the Line of Actual Control (LAC) in eastern Ladakh, as per agreed modalities and timelines. The agreement was reached on October 21 and includes provisions for disengagement and patrolling in the last two friction points in the region. The pact has been effected and implemented as agreed, with both sides resuming patrolling activities and grazing, where applicable, as per longstanding practice before the friction began. The terms of the disengagement agreements reached prior to the latest pact continue to hold in relevant areas in eastern Ladakh. The agreement applies mutually to both sides and is without prejudice to India's positions on the LAC or boundary lines. India and China are each carrying out one round of patrolling in Depsang and Demchok, but they have maintained their deployment of troops along the LAC. The focus now is on de-escalation of the overall situation. The agreement was endorsed by Prime Minister Narendra Modi and Chinese President Xi Jinping in a meeting in Kazan, Russia, signaling attempts to normalize ties.
Defence Minister Rajnath Singh announced that India's defence exports have crossed a record Rs 21,000 crore, a significant jump from Rs 2,000 crore a decade ago. He set a target of achieving defence exports of Rs 50,000 crore by 2029. Speaking to media-persons after paying his last tributes to five soldiers, including two Army captains, who lost their lives in the Rajouri firefight, Lt Gen Dwivedi said, "While we lost five of our brave soldiers in the encounter, we also eliminated two dreaded terrorists. Our boys went after the well-trained and equipped foreign terrorists without giving any thought to their personal safety. This (taking out the dreaded terrorists) has dealt a major blow to the terror ecosystem and Pakistan. As per our estimation, 20-25 terrorists could still be operating in the area. We should be able to control the situation in a year's time with the help of locals."
The commanders present in Delhi gathered at the South Block in Raisina Hills area, while many others joined the deliberations virtually.
The commanders' conclave in a forward area in Sikkim, which is close to the Line of Actual Control, comes amid the lingering border row in eastern Ladakh.
Lieutenant General Upendra Dwivedi, the general officer commanding-in-chief of the Northern Command, said five of the seven friction points in eastern Ladakh, where the Indian Army and the Chinese PLA are locked in a standoff since May 2020, have been resolved and talks are underway for the remaining areas.
Five Army personnel and a terrorist, who is said to be part of the group that carried out an attack on civilians in Dhangri village of Rajouri early this year, were killed, while a major-rank officer was injured in the operation so far.
He visited areas falling under the operational command of the Rising Star Corps, including Kathua, Samba, Jammu and Pathankot, to review the security situation.
The encounter took place when the troops of Rashtriya Rifles and Special Operations Group of J&K Police launched a joint cordon and search operation at Dhari Gote Urarbagi in Desa forest belt, some 55 km from Doda town, late Monday evening, the officials said.

"Based on this consensus, the process of disengagement is almost complete. Our efforts will be to take the matter beyond disengagement; but for that, we will have to wait a little longer," he added.
'The lesson Beijing would have learned is that there is, cost-benefit wise, no better option than to keep the Pakistan military supplied with its most advanced armaments, certain that in hostilities with India these would be used for maximum effect.'
Jaishankar said that both sides also exchanged views on the next steps in the India-China bilateral ties.
Around 300 terrorists are present in Jammu and Kashmir, while 160 others are waiting on the launchpads for an opportunity to sneak into this side from across the Line of Control (LoC) in Pakistan, a top army commander said on Tuesday.
He said that the army has tried to neutralise foreign terrorists along the Line of Control in Rajouri and Poonch.
'If there is a military standoff eyeball to eyeball on the western border, the Chinese could create problems by making movements in the north, in our northeast, which could involve us tying down some forces there so that could stretch our military actions.'
The Chinese aircraft have been regularly flying close to the LAC in the last three to four weeks which is seen as an attempt to probe the Indian defence mechanism in the area.
Three civilians picked up by the Army for questioning after the terrorist ambushed two Army vehicles on Thursday at Dhatyar Morh between Dhera Ki Gali and Buffliaz in Poonch were found dead on December 23.
"Only time will tell us about that but I am quite sure that if a youngster who has, as you said, got brainwashed (into terrorism), joins the services under the scheme and stays with us for four years, I am sure he will be a different person and probably more of an Indian than a radical as you brought out," the air marshal told reporters.
A terrorist was killed and another was most likely injured on Saturday in an ongoing operation in the densely forested area of Rajouri district in Jammu and Kashmir, Army said.
